I apologize for the confusion you have experienced.  However, if you
register a vehicle on Wing Span, you do not have an option to request a
commuter or resident.  If you are listed as living on campus you, must
register on Wing Span for a resident permit.  The commuter permit can be
purchased by trading in the resident permit at Campus Police only.  As
for the information conveyed to you by Rebecca, she is quite aware of
this procedure, so I can only assume there was a communication break
down between the both of you.

Now for the parking citation.  

It doesn't matter if you have a resident permit or commuter permit on
your car, you are not permitted to park in any visitor spaces on campus.
So, if you would have had a commuter permit on your car, you would have
still received the ticket.

As for parking, you can park in the Johnson lot if you are a resident of
Roddey apartments.  However, if you are parked in a F/S space, the
vehicle must be moved by 7:00am.  So, I would suggest you check the
Johnson lot for additional parking.  We also have spaces in that lot for
Resident parking.
